By searching Google using "bulletin board + topic" or "forum + topic" (topic - a keyword or keyword phrase related to your niche topic) you are sure to find a specialized forum on which you can post messages. The purpose of forums is usually to serve as a meeting place for people with similar goals, interests, discuss their experience and learn about the topic of interest.
Each bulletin board or forum has its own rules, but more than likely you will not be allowed to post advertising messages on the boards. Some boards allow this, but the better ones do not. The reason is simple: they want to protect their members, who are there to share ideas.
When making a post, you do not want to spam the board and risk having your account deleted. Instead most forums will allow you to create a bio/resource box - including about you, your expertise on topic, a link to your site.
